PNG saves that decoded bitmap in a lossless image format with alpha where available. Its dimensions reflect the selected icon image, not the artwork that may have existed before the ICO was made.

A ICO file may not be accepted by the app or upload form you need. ICO to PNG creates a separate PNG copy while leaving your original file untouched.

No. This local route exports the image decoded by the browser. It does not enumerate and download every embedded icon size.
No. It works from the image the browser decodes from the ICO. Enlarging or changing its format cannot recover absent detail.
The PNG export can keep transparent pixels provided by the decoded ICO image. Review the saved result against a contrasting background.
ICO files can contain different image encodings. The current workflow depends on browser decoding, so some files may not be readable on a particular device.
